In its natural state, the snow is white. Y apply a coat of paint, so thin it is, add a few nanograms to the weight of a snowflake. At the scale of a few grains, it is certainly little. But the scale of a broadside is immeasurable.
Each shovelful of snow is heavier, it would take trucks and blowers powerful (and therefore more expensive) for clearing. It would obviously strengthen the roofs of buildings and houses. But it would also strengthen Greenland in full force (and god knows that humanity has other things on the agenda as Greenland, not may have been cons Greenland, but, well ... I feel that stretching here).
And besides the criteria of weight, there is also a lesser extent, the aesthetic criteria. White is a neutral color that goes out of style and who will, after all, fairly well in any country.
